The Public Works Department is primarily responsible for construction, maintenance, operations, testing, and engineering/scientific guidance/support for Cape Coral's infrastructure (to include: planning, design, roads, canals, stormwater systems, city buildings, fleet, etc.).

Planning and Permitting: Managed by Persides Zambrano, AICP, at (239) 574-0733. Provides supervision and direction to support the long range planning efforts and the issuance of permits within the Public Works Department. Oversees the Geographic Information System (GIS) that is part of the Public Works Department.
Environmental Resources: Managed by Maya Robert, at (239) 574-0745. Monitors the terrestrial and aquatic environments; provides environmental guidance for sustainable and responsible development through cooperative education, habitat enhancement and other interdependent people/nature processes.
Survey: Managed by Tom Chernesky, at (239) 574-0713. Provides Professional Surveying Services for the City of Cape Coral in support of Engineering Projects within the Public Rights of Way (ROW), and on City owned Properties. Oversees GIS Survey Mapping within the Survey Division. The Public Works Survey Division has established, maintains, proliferates and publishes a Vertical Control Network for use by the City and the Public in support of Design, Construction, Planning, Insurance and Flood Management Projects. The Public Works Survey Division does not provide Surveys to the Public or perform Surveys on Private Property, but we will assist the Public (wherever possible) with Survey related questions.
Design and Construction: Managed by Stephanie R. Smith, P.E., (239) 242-3218. Prepares the necessary plans and specifications for Transportation and Drainage Capital Projects and then implements the construction of the improvements. The Capital Projects are identified by the Planning and Permitting Division, as well as other divisions, and using the information obtained by Survey and in coordination with the Environmental Resources Division, prepares the necessary construction plans. Project management and inspection services are provided during the construction of the improvements, whether by Maintenance staff or outside contractors.
Maintenance: Managed by Gary Gasperini, at (239) 574-0891. Provides administrative support. Responsible for stormwater management maintenance to include catch basin repair, street sweeping, swale reconstruction, and drainpipe replacement and improvements. It also provides the maintenance of medians, road shoulders, bridge repairs, pothole repairs, and removal of exotic plants, new sidewalk construction and repair. Fleet Maintenance: Managed by Marilyn Rawlings, at (239) 574-0703. Offers effective delivery of City fleet services by providing customer agencies with safe, reliable, economically, and environmentally sound transportation. Fleet manages the acquisition, maintenance, and disposal of all vehicles and equipment. The division provides fuel management services as well as monitoring and addressing safety and vehicle recalls. Fleet Divisions’ support services are responsive to the needs of customer departments, conserve vehicle value, and equipment investment.
