Division of Emergency Management


The Division of Emergency Management (DEM) leads the City's of mitigation, preparedness, response, and recovery efforts.  The Division maintains the City's Emergency Operations Center (EOC), which is used by City Officials and related agencies to provide a coordinated response to emergencies and disasters.

DEM maintains several hazard plans including the City's Emergency Operations Plan, which identifies the responsibilities of all departments and local agencies. Current DEM staff includes Jesse Spearo, Division Manager of Emergency Management; Ellen Seeley, Emergency Management Coordinator - Community Preparedness; and Tami Kittle, Emergency Management Coordinator - Logistics Chief.  DEM staff serve as the City's liaisons with Lee County Emergency Management, the State of Florida Division of Emergency Management, and the Federal Emergency Management Agency.

 NWS Storm Ready Community


On January 30, 2014 Cape Coral was designated as a Storm Ready Community by the National Weather Service (NWS).  National Weather Service Meteorologist Dan Noah presented the designation award during a City Council meeting to Cape Coral Mayor Marni Sawicki.
StormReadyCityThe Storm Ready program began in 1999 with the goal of arming America's communities with the communication and safety skills needed to save lives and property - before and during the event. Storm Ready helps community leaders and emergency managers strengthen local safety programs.  In order to be recognized in the Storm Ready Program, each community has to meet strict criteria: have approved severe weather plans; maintain enhanced and redundant communication and notification systems; provide the community with ongoing training; and pass an inspection by NWS officials.  The Storm Ready designation demonstrates the City’s commitment to making the community a safer place to live, work, and play.
