Join a Line / Schedule a Permit Services Appt

If you prefer or are required to visit a customer service counter in person at City Hall, there are three ways to "Join" a specialty line at City Hall or schedule a permitting service appointment. (Please click for more details):
Steps to Take:
1.   Select a line option from the list below that best applies to your situation.
2.   Use one of the methods above to "Join a Line" remotely or to schedule a permitting services appointment. Note: Permitting service appointments must be scheduled in advance. 

City Hall Specialty Line Options: 

Customer Billing Services (Utilities, Assessments, etc.) - Open M-F, 7:30 am-4:30 pm
"Join the line" (check-in) for the following services from 7:30 a.m. to 4:30 p.m., Monday through Friday. No appointments are offered.

  • CBS Water Dept Customer Service - Choose this line if you want to open a utility account, have a question about your water bill, or are inquiring about a leak adjustment. 
  • CBS New Construction - Choose this line if you want to open a new construction utility account or have a question about a tax-billed assessment.
  • Utility Expansion – Choose this line if you want to apply for a utility connection permit or initial irrigation installation.
  • CBS Hardship – Choose this line if you want to apply for the hardship program or have questions regarding the program.

Building Permit Services  - Open M-TH, 7:30 am-4:00 pm*
*Please note: Building Permit Services appointments are scheduled in 30-minute time slots and can be made through the Q-less virtual line system or via text. No walk-ins will be accepted. 

  • Owner/Builders 1 – Choose this line/option if you are a property owner needing assistance with building permits
  • Owner/Builders 2 – Choose this line/option if you are a property owner needing assistance with building permits and the Owner/Builder 1 line is full
  • Contractor – Choose this line/option if you are a contractor needing assistance with existing building permits
  • Permit Pick-up Only - Choose this line/option if you are picking up an approved permit

Additional Line Options
"Join the line" (check-in) for the following services from 7:20 a.m. to 3:45 p.m., Monday through Friday. No appointments are offered. (Click the links below for more information on these services.)

  • Clerk Services - Choose this line if you need assistance with Records Requests, Pet Licenses, Domestic Partnership Questions, etc. Note: The Passport office closes at 3 p.m.
  • Contractor Registration - Choose this line if you need to register as a contractor to work in the City of Cape Coral.
  • Housing/Mortgage Assistance - Choose this line to apply for or request housing assistance program information. This includes deductible assistance and foreclosure prevention.
  • Zoning/Planning – Choose this line if you need assistance with land use inquiries, certificates of use, seating, or tent or sign permits.

Ways To "Join a Line" (Check-in) or Schedule a Permitting Services Appointment:

Qless Web Page

  1. Click here to open Qless site
  2. Enter your First and Last name and cell phone number, including the area code, then click "Next."
  3. Choose the line you wish to join or a permitting services line/option to schedule an appointment.  

QLess App
After you download (Android or Apple store) and open the QLess App, you will be asked to:

  1. Search for: City of Cape Coral.
  2. Enter your first and last name and cell phone number; be sure to include the area code, then enter One (Required) to select your line.
  3. Choose the line you wish to join or a permitting services line/option to schedule an appointment.
  4. Answer any additional questions specific to your check-in.
  5. Click "Confirm."

  1. Text the line number of the line you want to join. Note: Some line options are not available for text check-ins.
  2. You will receive a message with your estimated wait time and the number of people in front of you, and you will receive another message when it's your turn.
  3. You'll have the following "In-line" options:
    • Text "S" to get a status update
    • Text "L" to leave the line
    • Text "M" to get more time
    • Text "H" for help.
