Meet the Staff

Interim Chief B.A. (Jay) Murphy

As the Interim Chief of Police, Chief Jay Murphy oversees the agency’s daily operations. He holds a Bachelor of Public Administration from Eckerd College and is a graduate of the Northwestern University School of Police Staffing and Command, the Police Executive Research Forum Senior Management Institute, and the Florida Criminal Justice Executive Institute Chief Executive Seminar. He is also a certified Team Leader and Assessor for the Commission on Accreditation for Law Enforcement Agencies.

Assistant Chief Bart Connelly Deputy Chief Bart Connelly

Deputy Chief Connelly is the commander of the Operations Division, which includes the Patrol Bureau and the Special Operations Bureau. He holds an Associate of Science in Criminal Justice from Edison College, a Bachelor of Liberal Studies from Barry University, and a Master of Science in Public Administration from Central Michigan University. He is a graduate of the 240th session of the FBI National Academy, the 10th session of the Florida Criminal Justice Executive Institute Senior Leadership Program and the 35th session of the Police Executive Research Forum Senior Management Institute for Police.  Bart serves on the Florida Police Chiefs Association Training Committee and is a Certified Assessor/Team Leader for the Commission on Accreditation for Law Enforcement Agencies.

Captain Lisa Barnes

Captain Lisa Barnes has been with the Police Department since 1991. She is currently the South District Services Bureau Commander and is responsible for the South District Patrol and District Resource Coordinators. She holds a Bachelor's degree from Barry University in Professional Administration as well as a Master's Degree in Public Administration from Barry University.  She served as acting Captain of the Professional Standards Bureau prior to her promotion. 

Capt Urraro Captain Michael Urraro

Captain Michael Urraro commands the Investigative Service Bureau, which includes Major Crimes Unit, Vice Intelligence Narcotic Unit, Property Unit, Financial Crimes Unit, Crime Analyst Unit, Forensic and Evidence Units, School Resource Officers, Police Explorers, and the Victim Advocates Unit.  He holds an Associate's degree in Criminal Justice from Edison Community College, a Bachelor's degree in Professional Administration from Barry University, and a Master's degree in Public Administration from Central Michigan University.  Additionally, he is a graduate of the Southern Police Institute Command Development Course.

Captain Timothy Rivers Captain Timothy Rivers

Captain Timothy Rivers is the Central Bureau commander and is responsible for Central District Patrol and District Resource Coordinators. He holds a Bachelor's degree in Law Enforcement Administration from Kent State University and a Master’s degree in Public Administration from Central Michigan University. He is a graduate of the Administrative Officers Management Program at North Carolina State University.

Captain Kurt Graf

Captain Kurt Graf commands the Special Operations Bureau.  With the assistance of his sergeants and staff he oversees the Motorcycle Traffic Officers, Traffic Homicide Investigators, DUI Unit, Aggressive Driving Unit, Street Crimes Unit, Marine Patrol, Aviation, Commercial Vehicle Enforcement, Dive Team, Canine Unit, Honor Guard, SWAT, and Community Volunteers. He holds a Bachelor's degree in Public Administration from Barry University and has completed the Southern Police Institute Command Officers Development course.

Captain David Newlan

Captain David Newlan is the Professional Services Bureau commander responsible for all Personnel, Training and Accreditation services.  He holds a Bachelor’s degree in Public Administration from Barry University and a Master’s degree with a major in Human Resources Development and Administration from Barry University. He is also a graduate of the Administrative Officers Management Program at North Carolina State University and a graduate of the Florida Criminal Justice Executive Institute's Executive Leadership Seminar. Captain Newlan is also a Certified Assessor for the Commission on Accreditation for Law Enforcement Agencies (CALEA).

Captain Michael Torregrossa 

Captain Michael Torregrossa has been with the department since 1989 and is a graduate from Cypress Lake High School.  Captain Torregrossa is currently assigned as the North District Commander.  He holds a Bachelor's degree in Criminology from Florida State University, and a Master's degree in Public Administration from Central Michigan University.  In addition, he is a graduate of the Southern Police Institute's Command Development Course.  He is married and is the father of five.

Commander Paula Carter

Commander Paula Carter commands the Communication and Logistical Support Bureau, which includes Police Records, Quartermaster and Court Liaison functions along with the Police & Fire Emergency Communications and 9-1-1 center. Commander Carter is a recognized expert in the police communications field and a certified instructor in a number of communications-related disciplines. She holds additional responsibilities associated with user operations for the Computer Aided Dispatching system, the Public Safety 800 MHz trunked radio network and other communication systems. She is working to obtain a Bachelor of Science in Emergency Management degree, from Jacksonville State University.
